What the Plan Already Owes

About this site

Fifty notes on capacity planning and resource allocation, written for the people who have to publish a plan and then live inside it: resourcing and delivery managers, portfolio and PMO staff, operations leads, and whoever is holding the spreadsheet when the quarter is committed.

What it covers

The two sides of a capacity account and the arithmetic between them. What a unit of capacity is and how plans mix units without noticing. The descent from contracted hours to hours actually available. The book of claims against that capacity, including the claims nobody records. How to run a reconciliation, how often, and what it has to balance. What to do when the answer is negative. And how to read variance afterwards without turning it into blame.

What it leaves out

Forecasting method. There is a large literature on predicting demand and this collection does not add to it, because the failures described here happen before any forecast is used.

It also leaves out what any particular rule requires: what may be committed, on what terms, with what notice, and what obligations a commitment creates differ by jurisdiction, by sector and by agreement, and are a question for somebody qualified where you are.

About the figures

Every number on this site is an illustration of what one organisation recorded for itself, and is labelled as such. None of them is a benchmark, a survey result or a statement of what any method requires.
